As with most municipalities under Combine control, City 17 is the epitome of urban decay. Craters and potholes litter the streets, obstructing vehicle and foot traffic alike; buildings lie in various states of disrepair, posing safety hazards to their occupants; the electrical grid is operational less than half the time; and the water and sanitation systems of the city have almost wholly ceased to function. Even before the Portal Storms, little emphasis was placed on maintaining structures and utilities outside of the city proper, and the Combine invasion failed to change this philosophy. As their trademark monoliths were erected in the city's main square, the vast majority of the city in squalor. In spite of everything they proclaimed that they came to accomplish, City 17, the crown jewel of the Combine's empire on Earth, lay dark.

But the takeover also freed up a large portion of the citizenry. Without privately-owned businesses, local government, or even currency to distract them, they made the perfect tools for the Combine's labor projects. After all, "idle hands are the devil's playground," and citizens that found themselves occupied, no matter how mundane the task may be, were by and large less likely to commit crimes or harbor rebellious thoughts. As the workforce was mobilized, the Civil Administrator's office found it necessary to delegate the responsibility of overseeing their actions- a decision that led directly to the formation of the Department of Civil Labor.

The Department of Civil Labor is divided into four main divisions: Power, water, maintenance, and manufacturing. Each branch is headed by a foreman, who is responsible for delegating the tasks assigned to them by the department's director to the workforce. Power is responsible for the upkeep of the city's electrical grid; water is responsible for maintaining the city's sanitation and water systems; maintenance is responsible for structural repair of buildings, construction of new buildings, and general maintenance of the city's roads; and manufacturing is responsible for the production, packaging, and shipping of goods to the various parts of the city. Together, they form the City 17 Department of Civil Labor, providing employment and activity to the populace.
